WASHINGTON –House Democratic Caucus Chairman John B. Larson (CT) applauded President Obama’s decision to address concerns raised by the religious community in the new contraception rule being enacted by the Department of Health and Human Services:
“As a strong supporter of healthcare reform and the plan to provide free preventative care - including contraception - to all Americans, I want to applaud President Obama for finding a path forward to provide coverage to everyone while addressing the conscience concerns of religiously-affiliated organizations.
We are closer than ever to reforming our nation's broken health insurance system with a plan that puts Americans back in control of their health care choices, holds insurance companies accountable, and makes coverage more affordable.
Democratic Members took to the floor today, explaining how our health care reform will improve the lives of the American people.
As soon as health care passes, the American people will see immediate benefits. The legislation will:
Prohibit pre-existing condition exclusions for children in all new plans;
Provide immediate access to insurance for uninsured Americans who are uninsured because of a pre-existing condition through a temporary high-risk pool;
Prohibit dropping people from coverage when they get sick in all individual plans;
Lower seniors prescription drug prices by beginning to close the donut hole;
Offer tax credits to small businesses to purchase coverage;
Eliminate lifetime limits and restrictive annual limits on benefits in all plans;
Require plans to cover an enrollee’s dependent children until age 26;
Require new plans to cover preventive services and immunizations without cost-sharing;
Ensure consumers have access to an effective internal and external appeals process to appeal new insurance plan decisions;
Require premium rebates to enrollees from insurers with high administrative expenditures and require public disclosure of the percent of premiums applied to overhead costs.
Americans have waited for meaningful health care reform for more than six decades. Today, House Democrats are closer than ever to reforming our nation’s broken health insurance system with a plan that puts Americans back in control of their health care choices, holds insurance companies accountable, and makes coverage more affordable.

I’m proud of the work we’ve done in Congress, passing the Lilly Ledbetter Fair Pay Act, which reversed a misguided Supreme Court decision that limited women – or anyone else – from having their day in court after being a victim of pay discrimination. But Congress still has work to do to help women achieve equality.
